Resources for fleshing out "locations as NPCs"?

Hello! I'm working on a ttrpg with an urban focus and am trying to develop a system where the PCs work on improving their city's "stat block".

"NYC is the fifth character" originates from the Sex and the City and has also been used to describe when other New York City-based media such as Brooklyn 99 or Spider-man express the city in so lively a way that makes the city distinctly feel "New York" rather than something generically urban. Other examples of other locations with "distinct character" would be Gotham City from Batman or Megalopolis from...Megalopolis 💀

I'm not looking for guides on making NPCs seem more "New Yorker" per se, but I would like to find ttrpg recs where the setting and inhabitants are specifically developed rather than being treated as set dressing.

Any pointers would be greatly appreciated!
