putting toilet in new bathroom. laminate floor already installed over new wooden subfloor and 4" riser sticking up high

can i cut the 4" riser FLUSH with my finished floor using oscilator saw? will an Oatey flange then be able to go all the way on so that the metal ring sits firmly on the finished flooring?

My condo was rebuilt but now its up to me to do final install of fixtures.

here is a picture of the stubout of the 4" toilet waste line.

it comes up thru the new wood subfloor and I have installed 10mm thick laminate flooring around it.

HOW do but this stubout and then install the flange so that toilet sits properly on flooring?

can i use my oscillating saw to cut the pvc FLUSH with my flooring or do I need to cut it lower (I dont have any special tools).
