ECO4 Scheme

So I have a flat that is heated by Storage Heaters presently.

The tenants have complained that it's quite expensive to heat. Insulating the place isn't really realistic as it's a shared property and quite a small place.

They seem averse to the stoarage heaters, partly because they don't give immediate heat.

The flat is heated with a mix of Storage heaters and oil filled radiators. They will use the Oil filled radiators.

They are not high earners. I wondered has anyone used the ECO4 scheme to get an air 2 air heat pump installed. What are your experiences of it. It looks like you might get a grant of 100% of the installation cost, which would be a win win AFAICT.

I don't want to hassle the tenants with it unless it's a real thing. Has anyone used it? What do tenants think. I think it would basically reduce bills by 3/4 as 1 unit of electric shoudl produce 4 units of heat. In addition they get instant heat and presumably it could be used as air con in the summer months.

So I own an ex council flat which used to be my residence and I now rent it out.

There's been a leak in the flat which is the freeholders responsibility to fix. As it's fabric of the building.

The freeholder is an arms length organisation of the council.

So if I report the flat for the leak to council housing enforcement. What happens?

The freeholder can't give me good information so I wondered if the council could compel them.

As a landlord I'm extremely annoyed for my tenants and me who ultimately owns the leasehold.

Will the council get involved where the issue is the freeholder? Will they help me get a good outcome for me and the tenants or will the tenants just see the council declare it unfit and insist on an air BnB or similar. if so does that cost fall to me if the council declare their own Arms length management at fault?
