MEPS wants specialist clearance but referral was denied

If Army waiver review denied/suspended waiver consideration pending specialist evaluation and clearance because there was a referral in your medical records, but the specialist later denied the referral and now you cannot actually be seen by the specialist, what happens next?

To clarify: this was not a MEPS consult/referral. It was an existing referral from my primary doctor that MEPS saw in my records and then required follow-through on before continuing waiver consideration.

Need advice: waiver review requesting records that don’t exist

Currently pending medical waivers. Waiver review requested additional documentation for behavioral health and headache/migraine history, but most of the requested documentation does not exist because there was never any ongoing treatment.

Behavioral health concern came from wording/chart notes from a single PCP establishing visit 2 years ago. There was no therapy, psychiatric treatment, hospitalization, medication management, or behavioral health follow-up. I recently saw a different PCP who documented no active concerns and provided a clearance letter.

Headache/migraine concern also came from old PCP documentation rather than ongoing specialist treatment/history.

Has anyone dealt with waiver authorities requesting records that effectively don’t exist because there was never actual ongoing treatment? If so, what ended up being sufficient?
