Hope that anyone that got one or more of these is happy and I hope I was able to help anyone out, might even be more on the way

This little yellow marker pops up every time I complete an ncpd scanner job, it’s always near the sight of the job but there’s never anything there and it doesn’t stay there, for example in this scenario in the picture if I was to cross the street it would disappear. Is this some glitch or is there hidden quests I’m soft blocked from getting too?
