Whats the Maryada for wearing a Chand Tora Dumalla? I tie a regular 10m dumalla on a daily basis and I wanted to tie a Chand Tora dumalla for upcoming Nagar Kirtan.

I just had a quick question. What is this called and whats the meaning behind it? Ive seen a few Singhs have this on their kirpan and always wondered why they put it on. Is it there for decoration?
