Need a lawyer in Punjab and Haryana HC to file writ against HPSC for scribe and their qualifications
I am a candidate with writing disability. I have qualified Haryana Civil Services prelims, but HPSC doesn’t provide scribe for my disability as it is less than 40%. I want to challenge this.
Supreme Court in several judgements such as Vikash Kumar vs UPSC, have said that scribe should be provided for candidates with disability even if it is less than 40%. So, Centre in various exams, such as UPSC, SSC etc, have started providing scribes for candidates with less than 40%. I have written representation to HPSC to implement the Supreme Court decisions but HPSC took no action. So, I want to challenge HPSC and get scribe for candidates with less than 40%.
Although, HPSC allows scribe for PwBD candidates (40%+ disability), but the maximum qualification of scribe is just school going student. It is very unreasonable to expect a school going student to write Civil Services level exam, which requires writing speed, ability to grasp words from different domains and ability to sit for long hours over multiple days. Centre in all its exams allows undergraduate scribe or one level below the candidate. There might be SC decisions also regarding this. Even HPSC in the civil judge exam allows graduate level scribe, however for all others exams like Civil Services, Veterinary Surgeon, Lecturer etc , HPSC allows only school going students.
I am not financially strong, so I request you guys to suggest a lawyer who takes pro-bono cases or one who charges reasonable amount.
P.s. - I have to prepare for civil services prelims also, which is in less than 12 days. But HPSC Mains will be held in June end so time for that is also limited. And all this have already eaten up a lot of my time and mental space. I would appreciate any possible help.
