Any ideas why this iron farm design isn't working?

Tried building this farm after seeing it recommend:

Followed the tutorial exactly, but it doesn't seem to be spawning anything except cats. Is there any way I can fix this without starting from scratch? Playing on normal difficulty if it makes any difference. The farm is underground but there's enough clearance above it there should be space for golems to spawn. All the villagers seem to be employed.

I've been doing some reading and as I understand it the game first tries to spawn iron golems on the highest Y level above the centre of village, which for an underground farm would presumably be the surface level. If I build a farm underground would I need to spawn proof any areas above the farm?
