She is definitely one of the fastest captains (easy 3rd-4th fastest with fully mastered Shunpo)

Take a quick look at Soifon's opponent matchups

Barragan: The worst opponent that she could face, a literal counter to her close-ranged Shikai (can't do shit, because once they made contact, Soifon's body turns into biscuits)

BG9: the dude is literally a robot/cyborg that is almost fully made of metal, how can any weapon, let alone a tiny sting like Suzumebachi even do any damage. (plus Suzumebachi's ability seems not to work on metals.

In conclusion, I would say Soifon is still a lower tier captain, but in a death battle, she might beat Kensei or Shinji in raw power
