First time pool owner question

Hi I bought a house with a pool, I’m aware we need some resurfacing done. For the short term what is the yellow stuff on the pool surface it’s all over. Tried to scrim with a brush would not remove it. Any advice or expertise would be very helpful. Thank you!

Home remodel without permits

Hi, I am close to buying a property we are about a week away from close it was discovered they did a full remodel of the kitchen messed with electrical and then minor cosmetic updates should I have any worries that they did not pull the proper permits for this work?
