What are the annual pay rise like at GS, excluding anything like promotions or lateral move ?

From my experience, this process has been extremely slow. I had my initial exploratory call with the hiring manager. Then that had led to two panel interviews. After the final panel interview, I didn’t hear anything. I messaged the recruiting coordinator after a month to see if there’s any feedback whether positive or negative. From there, they contacted the hiring manager team, and now I have another hiring manager round. I’m wondering what this all means? Should I expect this to be the final round? Why did I get a call after I prompted them and not them proactively reaching out to me for this round? I have my suspicions that maybe there was another candidate they preferred and was waiting for their response which is fine, but all speculation.

All this time my portal just said application under review.
