Why is the traffic flow in this Y junction the other way around?

There's this Y junction that you come across on the Begur Koppa road where if you get here from the north, instead of taking the left part of the fork (which would be the natural thing to do as we drive on the left side of the road), it is setup such that you have to take the right one instead.

Now this single handedly creates a traffic jam here every single day.

Maybe I am missing something. Why has it been done like this? It's not like people are doing the wrong thing. There's sign boards here mentioning this as the direction of traffic flow. Even when traffic police is standing here, they direct traffic this way. You can also see the same direction markings on google maps (in my screenshot).

And it's been like this for at least over a year.

Any ideas as to why? If people on either side just took their own left lane fork instead of the right, you'd not have the stupid criss crossing traffic creating blocks every single day.
