U.S. Citizen Minor (16) & Siblings held in Honduras via International Parental Kidnapping. Violation of GA Court Orders. Need help with FBI/CBP strategy.
The Background: I am a U.S. citizen (minor) currently located in Honduras. My two siblings and I were adopted out of the Georgia foster care system. Two years ago, our adoptive parents (legal guardians) brought us to Honduras and left us here. We have been living in a school/shelter setting (SOS Children’s Village) while our parents are in the U.S. or traveling.
- Court in Georgia [Note: You can specify the County in comments if asked by a lawyer] against my adoptive parents.
- Fraudulent Identity: Since arriving, we have been enrolled in school under fraudulent Honduran identities (fake names/nationalities) provided by our biological mother and adoptive parents to evade U.S. jurisdiction and the court orders.
- Status: We are U.S. citizens with valid (or recently expired) U.S. passports, though we do not currently have physical possession of them.
Current Situation & Timeline:
- FBI Report: I filed a formal tip at tips.fbi.gov on May 4, 2026, citing International Parental Kidnapping (18 U.S.C. § 1204) and the court order violations. It has been 10+ days with no direct contact from a Legal Attaché.
- Local Pressure: The Honduran child welfare agency (SENAF) is aware and is now pressuring the adoptive parents to pick us up by June 12, as our current placement is ending.
- Embassy Involvement: We met with American Citizen Services (ACS) at the Tegucigalpa Embassy in March. They stated they could not intervene in a "custody dispute" on foreign soil and advised us to report the situation upon landing in the U.S.

Our abductor (the subject of the No-Contact Order) is expected to fly us back on June 12-20. We plan to alert the CBP Officer at the first U.S. Port of Entry (likely Miami/MIA). What specific language should we use to ensure we are separated immediately for protection?
Can the FBI or State Dept. "flag" our names in the TECS system so that an alert pops up when our passports are scanned at the gate?
Is a 10-day silence normal for an international kidnapping report involving minors in a "safe" shelter? How do I confirm the report was routed to the Atlanta Field Office?
Since we are 10+ and have a "Right of Selection" in Georgia, how do we ensure we are remanded to CPS/Foster Care rather than released to the people who took us?
