Constant whining T-Rex

Sorry about my English, not my first language.
This is my 8M boy Monty. I took him from a farmers end i didn’t know back then that he is bc. So accidentally i took the most intelligent but also very needy dog but I guess that every dog comes to our life with a purpose.
We are going through teenage phase right now and someday it’s wild. He is not good at being home alone and is following me all the time from room to room. When going out to walk I literally try not to fly away when he gets some smell in his nose or see another dog but we are trying to teach him manners. The strength he has is massive, while weighting 25kg. They really are T-Rex in this age.
The reason I’m writing is because he is constantly whining. I understand that his frustration is high and there’s no self-regulation yet but it’s kind of annoying. Whenever I move to door or when we are driving a car and he sees place that he recognize there’s always whining with high tones. He also whines when I don’t let him to balcony or when he’s bored. I try not to make a fuss about it but sometimes the whining is really strong. I think that it’s not the pain because otherwise the whining is different and in different situations.
Is or was your bc also a whiner? Does it getting better when he’s aging? I could not imagine that he’s 3 years old one day and still whining like that. Also when is he going to be fine with being alone at least for 2 hours..
