Has anyone ever seen or heard of a cooling tower system where the condenser water suction line from the cooling tower basins to indoor pumps is connected by a significantly oversized horizontal pipe buried underground?

The design firm reports the underground pipe is a reservoir that can be drawn down when the basins run dry during sequencing (adding/switching pumps and cooling towers).
