advice for someone 84kg and 178cm

i currently weigh 84kg with 37kg of muscle mass and 19.4kg of fat so around 23%

my goal is to get a lean athletic physique, should i be bulking to gain additional muscle or is 37kg enough to start cutting and getting lean.

what workout should i be doing to get a aesthetic v taper physique?
