Is there a freeware program for selective exposure editing of a photo?

First off, I'm new to Reddit and not at all a photography expert. Hopefully my question makes sense. I have several old Ektachrome 35mm slides circa 1960 that I have had scanned in at max resolution. The files I received are TIFFs at 300dpi and 12" x 8" image size. I want to have them printed (probably smaller sizes) and make a framed collage as a birthday present for my sister. I do not plan to "sanitize" them by editing out period features, speck defects, etc. But one of the photos appears overexposed (I think that's the correct term) in the middle and lower left corner area of the photo. It's the one of my Dad doing a military press of me and my brother here. I could threshold it with a simple photo editing program that I have, but it will "overdarken" other areas of the photo. What I would like to do is somehow selectively edit the photo, darkening only the areas that are overexposed. Is there a free "intelligent" photo editing tool available online that I could use for this? As an example of what I am trying to achieve in preserving the "Ektachrome" color gamut, here is a second photo here of my Mom and sister and I. Thanks for any guidance.
