I've been uninstalling a ton of mods and plugins, nothing worked. I clicked "verify file integrity" on steam multiple times and nothing worked. I uninstalled and reinstalled the game THREE TIMES AND NOTHING FUCKING WORKS WHAT THE HELL IS THIS???

I thought this was type 4 bodies causingthis since it has something to do with neck seams. So I uninstalled it but this issue still persists? I don't have FCO or any face-altering mods either. (Edit: I realized I did have a face altering mod when someone else pointed that out lol. But the issue still persisted.)

I finally got it fixed. Changed bLoadFaceGenHeadEGTFiles 0 to 1 in the ini data files. Thanks guys.
