Tomorrow i will finally have 5000 tokens for a skin but my question is, which of this skins is better?

So i got Nancy and Glenn with SA and some items, also Soldier got better items and now he is 10k

My question is should i buy the patriotic skin for Charlotte and should i level her up?

I have my soldier like this, what should i do to make him better?
