My players stack limitations on everything under the sun. One has Altered Time Rate 2 for 40 points, and the other has Alternate Form (Dragon) for only 17 points. They each have a 125-point budget, but their powers are worth far more than that. Is this the intended GURPS experience, or are my players abusing the system? (4th Edition)

we have 250 points with -55 in disadvantages

so the chracter has some strange skillset he has insane speed and reflexes i can build that but his speed stacks gradually overtime like in first turn 10 yards second 20 etc i think enhanced speed newtoinan has it but i didnt understand it the second is he can set a path a oppent for a second and if the oppenent doesnt follow the path it essantialy frezzeses them any sort of stun is okey tho
