What does it mean by decrease rarity or seal? Also what are those purple eyeball things above the bosses head?

I just started playing and I'm hooked. I just beat the bridge and I've noticed the armor stacking arcana card is really good, but I'm not sure which crawler is the best. I've been using the girl that adds xp when her card is played.
