ICPC might be SMART AF
So according to them around 1000 teams have withdrawn. And we can be sure that most are those teams who solved 4+ problems cause cf profile submission.
Now this really evens things out.
The final thing that ICPC should do is CROSS CHECK IP address of teams during contest day with college's internet IP address, to really see if teams have given exams in college or not.
This will seal the deal.

see this. Around 2700 students have done 4+ problems and 1000+ will be leaving (we can confirm this tomorrow). So I think even teams solving 3 problems if they are only team from their college, then they can qualify...
