Family in Ethiopia

Hi all,
I was born in Ethiopia and came to the U.S. when I was 7 years old. My sister currently lives in Ethiopia with her husband and three children, all under the age of 8. I have been sending them money for about six years now, averaging around $700 a month.
I try to talk to them to understand how they are using the money, but there is a language barrier. I love helping them, but I feel like the money isn’t being used effectively because they always seem to run out by the end of every month. Since it's a gift, I try not to pry too much, but I don't want them to become overly dependent on it. I would really like to help them start sustaining themselves.
I'm looking for advice on what my next steps should be.
