Non-fiction book on the history of political/propaganda urban legends - some from WWII
Back in the early 90s I heard a book review on NPR for book on the history of urban legends. In the review they briefly discussed a legend from the time of World War II that claimed a secret army of "negroes" were armed and ready to rebel as soon as they got the word from Eleanor Roosevelt.
I don't believe it contained any crypto-zoology or ghost stories.
Does anybody know the books name?
