Not Eligible For Rehire

Former LM employee. Went from great reviews under my first manager to a vague PIP and eventual release under the next manager. Things were definitely getting weird near the end, but I accepted the severance and moved on.

After working elsewhere and applying to various jobs over that time, I applied to a few LM positions as well. I received the occasional email with a list of questions but not much came from that.

Recently I received another email, but this time their reply was that they couldn't move forward because I'm not eligible for rehire. And that they don't know the specifics but to keep that in mind.

Does LM blacklist employees after putting them on a PIP? It was almost 3 years ago and the first time I've heard anybody say this.

Edit: If it wasn't a PIP, then it was just a meeting of 'overly concerned management' issuing me a document with a list of necessary improvements. But my official release was a "Layoff Event" citing performance, which adds a wrinkle to the "not eligible for rehire" tag.
