Who can get in legal trouble for an XL bully in a home? England based

Hi, my aunt is in a bad situation with my mother and I wanted to know who is legally responsible and what steps my aunt can take to protect herself.

They live together and my mother brought a possible XL bully home without permission or any warning to my aunt who is afraid of dogs. The dog has been injured for 5 months and is not receiving any vet treatment as my mother refuses to take her, saying shes going to get rid of her soon and move out of my aunts house which she has been saying for months.

Could my aunt get in legal trouble if the dog is an XL? Many family members, including me, are worried about the neglect of the dog as it never leaves the house and is injured but would reporting it to the rspca cause an issue for my aunt?

My aunt had told my mother she never wanted a dog since shes scared of them and she has 2 young cats, she had no idea my mother was getting the dog (it was even brought into the house in secret and hidden for a short time).
