Help APS plan choice in AZ

Hello, I have a quick question. I have full solar setup plus a powerwall 3. I am currently on the standard TOU plan with APS. I have read that with the battery it is usually better to be on the TOU with demand charge plan. I have been watching my system and only once this last there was a small quick spike in grid power causing a 1.3 kWh of draw off the grid. I know my powerwall was charged so I am unsure why this occurred. But my question is this. If I switch and change the plan in the Tesla app, will it then always compensate to ensure I do not get that type of spike. I am assuming the allowance of that spike in drawing power from the grid may have been because I am on the standard TOU. I apologize if this is stupid question. I just don’t want to make a change and have my bill go up, to this point I have a negative balance. As an aside I am also taking part in the VPP program and I am unsure if this would make a difference since my battery power would be reduced if there is an event. Thank you in advance for any help.
