Annual Leave

I need someone to square me away. Gray area retiree, 21 yrs but 15 is consider active (12 years AD and 3 years various after I joined the Guard.) I came to the VA about 2 weeks ago, getting everything straightened out and I noticed my leave accrual was set to 4 hours, I submit a ticket with every DD214 I have, plus my NGB-22 reflecting gray area retirement, and what was sent back was HR only counts my deployed time. I’m not understanding this at all, I thought annual leave accrual was based off total federal service not certain parts of federal service. I asked for clarification and that was sent back was a bullet point about service during war time (which my entire time was, 2002 - 2023.) I’m so confused!

Am I wrong or is HR wrong, where can I find in the OPM what right looks like?

Onboarding Questions

Need someone to square me away; I'm currently at the in-between stage from TJO to FJO, HR Rep sent the SOU to sign, but it has the 4-hours of sick leave accrual in the body. I submitted my DD-214's reflecting 15 years active time, 12 years active duty and 3 years T-10 orders with the National Guard. Now I'm being told that my leave time will be handled after onboarded, is this correct? Shouldn't it reflect currently, if I do qualify for the 6-hours, and the 105 hours of veteran sick leave? -please someone square me away.
