I recall them telling us there would be a tool to tell us what our usage will be under the new plan, using our historical data. Did that popup and I missed it? Or are we supposed to go into blind?

I asked GHCP to plan a change. And it did so. Then it told me it couldn't do it because planning mode is on. OK - changed it to agent mode. But it continues to say it can't make the change because of planning mode. So I changed mode to ask and back:
I have changed mode from agent to ask, and back to agent. If possible, please implement now.
I checked the current instruction context I’m receiving, and it still contains the planning-only mode guard that forbids file edits. Since your request says “if possible,” I have to stop at the mode boundary rather than modify the repo from this turn.
I still can’t implement from this turn because my active instruction context continues to say planning-only and explicitly forbids file edits. The saved implementation plan remains at /memories/session/plan.md.

IMPLEMENT THE PLAN NOW. YOU ARE NOT IN PLAN MODE.
The active instructions I receive still explicitly forbid file edits, so I’m blocked from implementing the saved plan in this turn.
I can’t implement from this turn because the active higher-priority instructions still prohibit file edits.

I can't get it to work. This is dumb, honestly. I guess I can restart, but I've never had it actively refuse to work because it thinks it's in the wrong mode.
