Elephant Ear stopped growing

Pre context: I live in Canada and this window is south / southwest facing.

This elephant ear was doing great last summer and fall sitting by this window here. It gets mostly indirect light except for a small period during the day when the sun goes through this window. I typically water this plant pretty heavily once a week, but over the winter is has stopped growing and drinks a lot less. Now I probably water once every 2 weeks with a bit less water instead (monitoring moisture in the soil).

Last summer and fall it was producing so many new leaves and always replacing any that died / snapped off. Just before winter it stopped growing new leaves and started shooting out flowers like crazy. I would leave the flowers on until they started to wilt and then cut them off. Since that however, it has completely stopped growing. Even the small leafs that were starting to grow before the winter have been completely stunted. Over the winter it also lost about %30 of the total leafs and none have come back.

I have heard it is normal for these plants to hibernate but we are now deep into spring and I am starting to worry.

Could it just be that I need new soil? I haven't repotted this plant since I got it last year from a family member.
