What is this hand tool with 2 mm pin protrudes when handle is pushed down
What is this hand tool with 2 mm pin protrudes about 2 mm from the end when wooden palm operated handle is pushed down and the shaft collar retracts? Shape of handle is clearly meant to accommodate downward pressure with the palm. I found while cleaning out a deceased relative's house. this person had a lot of hand tools, but this is the only one that leaves me clueless as to what it does. I thought it looks like a craft tool, I did not find evidence of other crafting materials. Thanks in advance for any insight.
