Question about next steps. Need advice for next email to send Monday

I’m in a predicament and need some advice about how to proceed. I know I need to send an email Monday to my target job opportunity, but not sure how to write one while not sounding pushy. White collar position.
Rather long explanation below, I’m sorry, but I think the details matter with this one.

The predicament:
Job A
I have a facility tour coming up next week at a place that is a good company but an unfortunate place to live. They are delivering an offer either before I arrive or while I’m visiting. The headhunter they hired that found me is very aggressive and pushing me for a decision right away. I really don’t want to accept it because living there is sort of depressing just thinking about it, but I’m about to need a job because my current employer is closing down later this summer.

Job B - my target
Meanwhile, I have finished up interviews and an onsite interview with a more desirable place last week.
While I was there onsite, the hiring manager had me do a video interview with his manager, director of engineering, who sits in Germany. We got along great and the hiring manager was sitting next to me the whole time. The director of engineering in Germany asked when I could start and how much time I would need. I explained I would need 3 weeks instead of 2 to make sure my current manager was being left in a good position to continue my projects because he’s been so good to me. The direct of eng in Germany lit up with a big smile and thought that was great. He told me if I needed 4 or even 5 weeks, just let the hiring manager know and they would accommodate me with no problem. He then asked the hiring manager when he could have something to me, later that week or next? Hiring manager said probably the next week.
A week later I sent an email asking about the status of everything and the hiring manager responded that “everything was in process “.

So now I’m left wondering what is the something that they are getting back to me and what is in process.

With the incoming offer coming this next week that I don’t want, how do I communicate to the hiring manager of Job B to see if he intends to make an offer or not? They are my target, and it looks to be promising. I don’t want to come off as being pushy, but I feel like I need to be transparent about what is going on on my end of things.

Onsite interview one week ago. Next move advice? US

Had an onsite interview one week ago. It went very well. I emailed a thank you note the day after.
One of the final topics was when could I start, with the hiring manager and his manager (director of engineering) in Germany. I explained it’s usually a two week notice but I’d like three to take care of my manager so he can better take care of my reports after I leave (I’m an engineering manager). The director in Germany was very happy to hear that and told me that was great and if I needed more time to just let the hiring manager know. They’ll be happy to accommodate me, it would be no problem, etc he carried on about it. Also, the director in Germany told the hiring manager they needed to talk after I was done, and that f they could get something done by the end of the week or early next week (whatever that is never said). Good sign right?

I’m anxious though and don’t know if I need to email the hiring manager to ask for an update or not. The recruiter with that company is not very good at communicating, so I’m hesitant to reach out to her alone. Couldn’t hurt to try I suppose.

Am I pushing too much? Give it awhile longer?

I’m heading out to an interview Monday morning and the notes said business casual in the interview information. I usually wear a button down shirt with tie and slacks. So should I ditch the tie or keep it? This is for an engineering manager role.
