They apply so many debuffs for no reason? Like Norfolk Naval Shipyard gives you -30% light attack, heavy attack, light piercing and heavy piercing. Army Ordance Department mainly gives you production bonus for artillery but not anything to improve the artilley. Why are they like this? What was the reason to change them when all other countries have normal MIO's?

Playing as Germany I hate that my allies just launch wave after wave of attacks at russia instead of sitting on their forts and grind it down, any mod that can actually help me with this?
