Twin Fangs of Ratsar has a strange mechanic

I have only just hit level 10 so if someone higher level than me wants to chime in and explain then I would be grateful! The main attack chain finishes with the final combo attack "Cheesebane" which states that everytime a periodic effect deals damage there is a 50% chance to increase the damage of your next Cheesebane by 15% stacking up to 150% at 10 stacks. And at 10 stacks your next Cheesebane reduces the cooldown of all your skills by 3s

All of that first part is great the issue is even with my poisons from my talent auto attacking, and all of the bleed from the dagger skills themselves I am rarely able to get more than 2 stacks before my next auto attack chain completes and all of the stacks go away

Is there something I am missing or some way to just stack tons of bleeds and poisons later to actually get use out of this passive?

Anyone had this issue? I have a hand axe named Cheese Moon that it stuck and won't actually tick over to give me the level. I used a training manual on it and was able to apply the skillpoint that way but the weapon is still stuck at max xp bar
