Broken plastic casing

Hi, everybody! This morning I tried to unplug my central water heater, and the plastic casing crumbled in between my fingertips like a wafer. I have no idea when and why it got so fragile, as I unplugged it not too long ago and it was perfectly solid. Nothing else happened when it broke, the heater is still running, but idk if the exposed wires are worrisome or not.

My questions are: does this pose any danger? And is it replaceable? I'm a tenant and my landlord is a very DIY guy, so I just know he's not gonna pay an electrician right away and will try it himself first.
