My dad wants me to identify these things, Maryland, USA

First item is very strange to me. The brass latched box it comes in has no markings or logos. This strange key shaped object has a rotating part on the tip that moves the little wheel. I can make out, "Lynn Mass", probably a town in Massachusetts it was probably made in. Then "B. Gallagher", something. No idea what this is.

Second item, small clock about 5 pounds in weight. Feels like cast iron from the texture and surface finish. The tag says that the clock doesn't work. The inscription implies that it may have been manufactured first in 1890. I think it says "Waterbury Clock Co"? Waterbury, Connecticut, founded 1857, eventually became Timex.

What would any of these things be worth, if anything? Would it be worth it to restore the clock and fix it to working order?
