Chisa sig: worth the hassle?

So its a simple question really, can I leave Chisa as a S0R0 character in my Hiyuki team? Currently she has Lupa's Sig. I've read Chisa's gives 24% team attack damage? If its really no big deal that leaves more pulls for Lucilla and her sig.
