You do not get the 500% increase from the 5 set unless you manually cast Arbiter.

If I gain arbiter from using a skill, Blessed Hammer tooltip shows 11 million damage. If I have arbiter on the bar and cast it manually it shows 66 million. It isn't a tooltip number error, the mobs die much slower and you can see much lower numbers in the floating combat text.

I've seen season 13 builds floating around without arbiter on the bar, this can't be widely known yet...

Is this a bug or intended?
