5’3 Struggling To Lose Arm Fat and Tone

Hi All,

As the title says I am 5’3 and cannot for the life of me seem to lose arm fat. I have been weight lifting for 3 1/2 years now 3-5 days a week. I started around 155-160 and am now down to around 140. I focused mostly on body recomposition in the beginning, which I noticed the biggest difference in the lower half of my body. Now that I have a solid routine, I really want to focus on growing/toning certain muscles. I am having a really hard time seeing any sort of progress on my arms. What am I doing wrong? I do back/biceps on tuesdays and then usually hit chest, shoulder, & triceps on thursdays both with cardio after lifting. Any advice is welcome and much appreciated. The included pictures are before I started my fitness journey and a picture from this morning.
