Final Interview Done - No approved offer on the table but the recruiter spoke about a potential offer

Quick update - I didn’t follow up yesterday, but I was going to later today. The recruiter himself reached out this morning with an update - he was waiting on approvals (noted by someone here in the comments). I received a new REQ this afternoon, submitted it.

He said he is working on the offer too, so fingers crossed I have something waiting for me by the afternoon

New question - the verbal offer he told me he said it might be a take it or leave it offer - how true is this? Can I negotiate the first offer they give❓❓❓

IMO, if there is no offer on the table, there is no offer on the table. The recruiter called me last week (2 weeks) after the final interview and said that the verdict was strong hire from all the rounds I have done (Hiring Manager, Technical, Peer & Skip Manager). He said there were 4 candidates in total including me, and he said I was the strong hire. This is for a large publicly traded IT company (not FAANG).

He spoke about an offer he is preparing to get approved, but he verbally told me what the package will be. I told him the package would work for me.

He said he has to close the REQ on the portal, and get me to re-apply to a new post that he will send me a private link to, and then he needs to get something approved from legal, before he can present me with the offer (I said my spouse works in the local government in a non-competing/non-conflict of interest position - but thats what he has to get cleared by legal).

That was on Thursday last week. He said he should have the new post ready by the same day, or 24 hours because of some system thing (not sure if I buy that).

Its past lunch time on the Monday after, I was going to ping him to follow up today.

My questions are:

  1. Is this normal in the process?
  2. Should I ping him or should I just wait until he gets back to me?
