First Server - Refurb desktop or NAS?

Hello, I am completely new to creating a server and hosting media so I was hoping to be pointed in the right direction.
MAIN GOAL:
- Watch content on either of two TVs in my house.
- Wouldn't have to be simultaneously, but would be nice to have the flexibility.
- Primary TV is a 100" screen so 4K is a massive deal, if possible.
- Be able to run PLEX with YAMS.
- I use an AppleTV on both TVs.
- The primary TV is plugged into ethernet, but the secondary is on WiFi due to lack of port access.
- Remote streaming is a nice to have, but by no means a must have. I can't imagine I'd use it more than once a year or so. I do not intend for friends/family to be able to access.
BACKGROUND/ADDITIONAL INFO:
- I have zero experience with Linux and would like to not start now, unless I really really have to. Using windows or a pre-installed OS on the NAS would be much preferred.
- I am not tech savvy. I have ZERO working knowledge of scripts, coding, etc.
- I have built a PC and terminated RJ45/Cat6e cables, so I'm stronger on the hardware side, but definitely not strong.
- I have one available ethernet port to plug my "server" of choice into.
- I would much prefer something that "just works" with minimal tinkering since I don't have a great foundation on networking or servers. That being said if the performance leap is truly massive I'm willing to learn, but I do want to stress that this is just for PLEX and YAMS.
BUDGET:
- I don't have a hard cap. I'd like to keep it under $1000 for hardware plus storage, with a goal of around 16TB to start until storage prices go down (cope?). I can go higher if that's unrealistic. Absolute max $2k.
- Power consumption is not a concern.
ADVICE APPRECIATED:
With the framing established, would I be better off starting with either
- Refurb desktop (penty of options with 10th gen i5 10500T and UHD 630) for $450?
- Before my last thread was removed, several commenters mentioned that connection over USB would be kinda trolling myself. I'd either transfer to a bigger case with more slots for drives, or look into a DAS to connect to (I don't fully understand the DAS part, so I might be misrepresenting how this would work)
- Prebuilt 4 bay NAS for $660? I do believe that it has quicksync.
