2nd strongest in Freya Familia

This has been on my mind for some time. Ottar is definitely the strongest in FF but who's actually the 2nd strongest? Usually I thought it was Hogni but I don't recall any outstanding proper feats of him that puts him above others. Many says that Allen with GF is stronger while Gullivers combined together are also considered strong enough to beat any FF member outside of Ottar. So I'd like to hear others' opinion as well as reasoning for this topic.
