AC kicking and shaking

Looking for some help.

AC unit cools, once the house hits its cooling point I lose all power to my thermostat.

Technician came and exchanged the PEK and confirmed the wiring. Changed the capacitor as well. Has not solved the problem.

The AC runs, but I noticed that the fan will stop and start and makes a click noise and shakes when it is stopping and starting frequently.
