I just rewatched the series for the first time in a few years. The 2nd and 3rd episodes show people stealing and consuming human souls. They say that those people have strayed from being human, implying that they are not weapons. When Madusa, Free and Erica trap Death and the others during the anniversary celebration, Death explains that for Ashura to consumes souls, he had to swallow his weapon partner to gain the ability. How were the other humans like Thief Lupin and Al Capone able to consume souls?
