Took me SEVEN and a HALF hours to find a safe key... (also the location of the keys in desc)
Since both the CmKey (militia command quarters key) and CsKey (militia command safe key) have the same spawn locations, you are more likely to find around 10+ CmKeys before finding a CsKey.
Known locations:
Observatory (found on a soviet surplus weapon crate)
Militia Cave near Destroyer Wreck (found on a table)
Militia Insurgent Camp (again, found on a table
various Militia Supply Truck events (on the front of the hood)
