The reason why they chart this song like this is because the song is a Super Sentai parody, about a group of heroes who defeat evil using cheap, dirty, and cowardly tactics. This is reflected in the chart; they try to get you to mess up in the dirties ways possible. I remember when I first saw the Sekai chart and I felt visceral disgust at some parts and that's when I knew they had charted it perfectly.
