Anyone know what this tool is? Bought it in the Netherlands, no brand markings.

Bought this on Marktplaats (local flee market). The seller didn't know what it is. The blade is made of spring steel and has no measurement markings/graduations. There used to be some text on the wooden handle, but it's completely unreadable now. Looks factory-made.

The wooden handle slides along the slot and locks into place with an L-bolt. Any ideas?
