Pin cherry tree needs some help

This tree is about 12-13 years old (been in this location for 8 of those) and will soon enter maturity, however this year it failed to produce leaves on most of its branches besides and the ends and on the top.

I suspect it was due to high amount of water trapped in the soil around the roots as we didn’t get summer temperatures here above 20° till last week (Atlantic Canada moment). So to help the soil try and dry out I pulled back the mulch I had covering the base. I left it like that for about 4 days till the soil was dry before I added some new good drainage soil around the base to replace the wet mulch(I’ll send a photo of this if required).

The tree seems to be doing better now but I’m only messaging here cause I noticed some other trees in the neighbourhood had the same issue, leading me to suspect maybe an infection. Any advice for further would be greatly appreciate!

Also yeah the tree is planted too close to the fence, should’ve thought about that 8 years ago lol
