Opened a Disney Neon mega box and every pack was normal except this one

This pack looks super off compared to the others
weird side seal, plain wrap wrap horizontally, and there’s like a piece of green tape stuck inside it.

Doesn’t really make sense why someone would tamper with just one pack out of a sealed mega box, so I’m thinking it’s probably a factory defect?

Anyone seen something like this before
would you open it or keep it sealed
