Yesterday I was trying to get s rank on some mission and some vip suspect did not surrender after 2 mags of pepper bullets. Me and my online friend tried to arrest him solid 5 minutes but he did not surrender, after his couching animation he keeps becaming hostile. I thought it was old bug that resolved in the final release but I guess its not.
